Big Changes Coming to Manufactured Homes in Queensland

New Rules Start on 6 December 2025 — Here’s What You Need to Know

If you own a manufactured home, are thinking about buying one, or you operate a residential park, important new laws are coming to Queensland on 6 December 2025.

These changes update the Manufactured Homes (Residential Parks) Act 2003 (Qld) and are designed to:

  • give homeowners stronger protection;
  • make fees and rent increases more predictable;
  • make contracts clearer and easier to understand; and
  • improve transparency between residents and park owners

All information below is based on the official updates published by the Queensland Government.

1. Sale Agreements Must Be Clearer and More Detailed

When a manufactured home is sold inside a park, the seller must now give the buyer much more information upfront—including details about the home, the park, all fees, and the buyer’s rights.

2. Buyers Will Sign a New Site Agreement (Not Take Over the Old One)

Under the new laws, most buyers will no longer assume the previous homeowner’s site agreement when purchasing a manufactured home in a residential park.

Instead, buyers will enter into a new Site Agreement directly with the park operator.

Importantly, the core benefits included in the site rent — such as utilities, services and access to shared facilities — must remain the same as what the previous homeowner received, unless both parties agree to specific changes.

3. A 21-Day Disclosure Period — Or 7 Days With Legal Advice

Before signing a site agreement, the park must give the buyer several important documents, and the buyer gets:

  • 21 days to review everything, Or,
  • 7 days if they choose to get independent legal advice.

4. Site Rent Increases Will Be Capped

This is one of the biggest changes.

From December 2025, site rent increases will be capped at:

CPI or 3.5% — whichever is higher

And market-rent reviews will no longer be allowed.

Your annual rent increase becomes predictable and much fairer.

5. You Must Be Given Several Ways to Pay — Including One Fee-Free Option

Parks must offer at least three payment methods, and one must be fee-free.

For example:

  • bank transfer
  • direct debit
  • BPAY
  • cheque or cash (if accepted)

You won’t be forced into paying credit-card surcharges or extra admin fees.

You get clearer information, stronger protection, better contracts, and fairer fees.

You’ll need to update your contracts, documents and processes to follow the new rules — especially site agreements and disclosure documents.
